French Defense Procurement Modernizes Naval Communications
The French defense procurement agency, known as the DGA, has awarded a significant contract to Airbus Defence and Space to create a state-of-the-art communications network for the nation’s surface and underwater fleets. Valued at 480 million euros (approximately $502.7 million), this ambitious project involves the assembly, deployment, and ongoing maintenance of advanced capabilities that will be integrated across more than 80 ships from 2028 to 2032.
The scope of the contract covers a diverse range of naval vessels, including fixed-wing and rotary-wing aircraft carriers, frigates, submarines, minesweepers, patrol boats, command and supply vessels, as well as support ships. Airbus is set to commence work on this initiative in 2026, collaborating closely with Naval Group. Should all options be exercised, the agreement could extend for a decade, indicating a long-term commitment to enhancing France’s naval communications.
Modernizing IP Network of the Naval Force
According to Airbus, the new communications technology will represent the third iteration of the French military’s Internet Protocol Network of the Naval Force (RIFAN) system. The current system, RIFAN 2, was launched in 2012 and has played a crucial role in connecting onboard capabilities with radio resources and commercial satellite networks that support various operational tasks. This network ensures a very high level of security for data exchanged between ships and command centers, accommodating communications ranging from unprotected to secret levels.
The intent behind the RIFAN 3 contract is to significantly enhance inter-ship connectivity to better support collaborative combat operations. Airbus has stated that the new system will introduce high-speed, low-latency transmission methods for front-line vessels. Additionally, the network’s resilience will be bolstered through rapid reconfiguration mechanisms, allowing it to adapt to various tactical and operational scenarios.

In light of increasing cyber threats, the new communications network will also prioritize enhanced cybersecurity measures.
