Uganda Halts Military Cooperation with Germany Amid Controversy

Uganda has announced a suspension of all military cooperation with Germany, as stated by the country’s army on Sunday. This decision follows accusations against German ambassador Matthias Schauer, who has been alleged to engage in subversive activities within Uganda. The Uganda People’s Defense Forces (UPDF) specifically pointed to the ambassador’s actions as detrimental, indicating a growing tension between Uganda and Germany.

The army’s concerns arose after reports surfaced about European diplomats criticizing the conduct of President Yoweri Museveni’s son, Muhoozi Kainerugaba. As the head of Uganda’s army and a figure considered a potential successor to Museveni, Kainerugaba is notorious for his provocative social media presence. His online threats against opposition figures and alarming admissions of violence, including the kidnapping of an opposition leader’s bodyguard, have drawn significant attention.

Statements from Military Officials

In response to the unfolding situation, army spokesperson Chris Magezi conveyed on the social media platform X that “the Uganda People’s Defense Forces has with immediate effect suspended all ongoing defense and military cooperation activities with the Federal Republic of Germany.” This abrupt declaration underscores the heightened diplomatic strains between the two nations.

Muhoozi Kainerugaba further elaborated on the ambassadorial issue, stating, “It has to do with him as a person. He is wholly unqualified to be in Uganda.” He emphasized that his grievances were not targeted at the German people, whom he expressed admiration for, highlighting his personal discord with the ambassador.

Rising Concerns Ahead of Elections

Reports indicate that diplomatic tensions escalated when European diplomats raised concerns over Kainerugaba’s behavior in a recent meeting with Salim Saleh, Museveni’s brother. Saleh reportedly assured the diplomats that he would take measures to “rein in” Kainerugaba, reflecting a potential attempt within the Ugandan government to address international criticisms before the elections scheduled for January.

As Uganda prepares for these elections, rights organizations have noted an increase in governmental repression against dissenting voices. This crackdown has sparked fears that President Museveni, who has been in power for four decades, aims to extend his rule further amid accusations of electoral misconduct.

Historical Relationship Between Uganda and Germany

Despite the current strain, Uganda and Germany have maintained a historically stable relationship. The German embassy has characterized this bond as one of “stability and trust,” which underscores the significance of their bilateral ties. Since Matthias Schauer’s appointment as ambassador in 2020, the partnership has seen considerable economic exchanges.

In the previous year, trade between the two nations was valued at approximately $335 million, with Uganda largely importing machinery and chemical products from Germany. This economic interdependence highlights not only the potential consequences of the diplomatic fallout but also the need for resolution to preserve their cooperative relationship.
